Army Corps of Engineers. I found that the plan of action contains minimal provisions for avoiding negative impact to other species, notably nesting gulls, nesting Canada Geese, nesting ducks, and nesting Bank Swallows. I am curious as to why the action received a "No Significant Impact" and is allowed to occur.
