This work is concerned with socio-economic causes and consequences of the outspread of prostitution in district of Zagreb in late 19th and the beginning of 20th century. Social changes, which arose from rapid development of society, transformed the nature and circumstances of prostitution and forced governing structures to response to newly appeared challenges in form of venereal diseases, white slavery and illegal prostitution.
State Criminal Law from and Zagreb Prostitution Statute from were designed to represent a solution for widespread problems that arose from prostitution.
One the one hand, the complexity and applicability of prostitution, and on the other hand legislator's incomprehension made the successful implementation of the politics of regulation unreachable. The work is also concerned with the everyday life of prostitutes, brothel keepers, clients and local police.
