One of the girls in the links you provided wasn't even charged with prostitution. She was charged with not having a massage license and obstructing identification. I guess she didn't want to provide her identification, so that is why her name is listed as Jane Doe. And if you look at the arrest time and release time, both girls were all released in a little over 5 hours.
I have previously posted that during the raids on Tokyo, Kedzie and , none of the girls were arrested. Heck, they weren't even taken into the station. They were let go on the spot.
