The workshop was opened by the Hon. The workshop provided an introduction to key themes and topics relevant to Resolution , such as outlining what are 'WMD's Weapons of Mass Destruction , describing the makeup of the international non-proliferation framework, primarily through a range of international Treaties and the important role that strategic trade control systems play in mitigating the threat of proliferation activity.
Experts from King's College London gave interesting talks explaining to the workshop participants how proliferation networks operate, how governments can enforce strategic trade controls as well as provided real world examples of illicit trade taking place. Participants were also given a demonstration of the important work being conducted by C4ADS in the use of open source data and how that is used to detect possible proliferation activities and support counter-proliferation initiatives.
After being introduced to key concepts and examples from around the world of counter-proliferation in action, it was important that the workshop emphasise the Pacific's role in counter-proliferation activities and provide a 'local-lens' on the issues being discussed.
So a discussion on supply chain disruptions and how understanding the supply chain is crucial for understanding the effects and implications of counter-proliferation for the Pacific was included in the programme. Participants were also introduced to the Proliferation Security Initiative; which is a legally non-binding initiative where participating countries agree to cooperate and respond to proliferation threats in a coordinated way to further give effect to Resolution and other UN obligations to contribute to a world where it is more difficult for rogue state and non-state actors to procure proliferation material and components.
