A permit request for Moli Spa, which signed a lease for S. Butterfield Road, was denied by Village Administrator John Lobaito under a new process created in December after numerous prostitution arrests. Moli Spa was the first applicant in the new process, which is said to go faster by having Lobaito handle all permit matters and Lentz preside over any appeals.
Xinrui Zhao, 30, is the purported owner of Moli Spa, and she requested a hearing after Lobaito on May 21 denied her request for a permit. One of the prospective employees, who currently works with Zhao in a spa in Northbrook, was accused by police in Sheboygan, Wisc.
He said the second employee might get the Orland Park business license after having removed her mother from a new application, and he questioned how often that person would be in Orland Park versus in Mundelein. Zhao admitted that she herself does not have a massage license, and her only experience is as a receptionist in the Northbrook spa and during classes in a certified school β both dating back to only September Geoffrey Gist, an attorney representing Zhao, said she is expected to graduate from massage therapy school by July and get her state license shortly thereafter.
Mundelein cited the lack of corporate documents as a reason for denial, but Gist said his client still has time to create those documents before the legally-required deadlines. Evidence provided by Gist included a state massage license for one employee, school documents showing an imminent graduation, and one pay stub to show that Zhao works at a Northbrook spa, among others.
