WTOP Staff. Armand Theinkue Donfack, 35, of the block of Choctaw Court was charged with two prostitution-related counts and three charges tied to human trafficking. Police alleged that Donfack, advertised his escort business on French websites, which detectives used to arrange a meeting with a female escort at a Germantown hotel on July 8.
